fix(license): shared invalid/grace banners + instance copy

Surface expired/over_instance/revoked red banners with CTAs via a
shared LicenseStatusBanners used by settings and ProGate. Hide seats
in product UI; keep HMAC dual-path and never silent-clear keys.
